According to who.is , it is iinet the ISP. May be some school that registered under iinet instead of their school name , or may be not (internet cafe? Some place that have high volume of internet access. Since iinet was using dynamic ip, it may allocate to not related user every time too). Matthew hk (talk) 11:50, 29 April 2021 (UTC)[reply]

The only vague clue would be "proxy-23-filtered.education.netspace.net.au", the url version of the ip. Matthew hk (talk) 02:23, 17 May 2021 (UTC)[reply]
