The "encyclopedia" means that article on Wikipedia should be encyclopedic in tone. Even if the material were released under a free license by following the instructions at Donating Copyrighted Material, the text reads like a press release and would not be acceptable. If James Van Patten were to register an account to create an article about himself, it would be a autobography which is highly discouraged. You may be able to submit something as a draft through articles for creation, but to do that, you would need to successfully appeal your block with an unblock request. Wikipedia and copyright
