Speedy deletion of Christopher J. Payne

the page i was trying to post up was a good page on a real musician and i don't know why it kept getting deleted. i am new to wikipedia and i dint even know i was getting these warnings and stuff. i would just like to be unblocked and for the page i tried making to be reinstated is all.
