The article is about a non-profit organization that teaches people who to surf and do hip-hop dancing. So it has to pass WP:NORG. Which it clearly doesn't since all the references in the article are either primary, dead links, or extremely coverage. I couldn't find anything in a WP:BEFORE that would help it pass WP:NORG either. Not surprising really considering what it is. Maybe other people can find something workable for notability though. I'm no expert on Nicaraguan surfing/hip-hop "schools."
