The same day that the subject received a heroism medal, so did "schoolboy Richard W. Holmes ... for swimming thru Warren river flood waters at the height of the New England storm to save two women" and "Elinor Imogene Randolph ... for saving a nine-year-old girl from drowning" ProQuest 2003022916. The Carnegie hero fund rewards good societal behavior but it doesn't confer notability, as the 26 acts of valor recognized that day each did not receive enduring coverage, if even recognized in their local papers.
