Likely failing notability. Lacking independent sources to verify notability. Most coverage appears to be primary, such as profiles published by institutions he is connected with (e.g. university or NGO profiles), contributor profiles for various newspapers or blogs. The Books appear to be publications by his place of work (such as World Bank reviews) where he was a contributing author for section(s) as part of his role. Divisional organisational leadership roles are not inherently notable. There is a lack of coverage about Thomas.
