The result of the discussion was: Speedied. This template is a recently created userbox stating This user is a member of the Supreme Cabal Regime of the English Wikipedia (wikilinked to Wikipedia:List of cabals), but accompanied by a cartoon showing four people wearing Ku Klux Klan robes and hoods bearing the "W" logo, who are standing in front of the Wikipedia globe. Wikipedia:User pages#What may I not have in my user pages? states "there is broad agreement that you may not include in your user space material that is likely to bring the project into disrepute, or which is likely to give widespread offense (e.g. racist ideology). This guideline applies to such material whether serious or trolling and adds that Extremely offensive material may be removed on sight by any editor. See also Wikipedia:Requests for arbitration#Billy Ego-Sandstein. Although surprisingly there seems to be no CSD expressly designed for this sort of material, we cannot possibly be required to hold a week-long deletion discussion before deleting a userbox that equates editing Wikipedia to membership in a violent racist organization that has killed and terrorized tens of thousands of people—even, or perhaps especially, if the userbox is intended merely for the lols.
