The result of the discussion was: keep; Japanese copyright law does not grant copyright to routine works of the government or its employees, per article 13 (at least, that's the way I read it). At any rate, it's uncertain enough to err on the side of keeping the file. —Darkwind (talk) 01:23, 16 January 2013 (UTC)[reply]

- Comment commons:Category:Passports of Japan and commons:Category:Passport stamps of Japan -- wouldn't this be in the same class as the Japanese passport, and thus be eligible for Commons? -- 70.24.247.127 (talk) 07:11, 21 December 2012 (UTC)[reply]
- Some stamps only consist of text and are obviously too simple to be protected by copyright. For example, the text "IMMIGRATION 出国 DEPARTED 入国審査官-日本国 HANEDA A.P. 3. FEB. 2006 IMMIGRATION 1494" (File:Japan exit stamp.JPG) is not very creative. In the same way, the text on this image is clearly ineligible for copyright. One could also argue that
{{PD-Japan-exempt}}
might apply as this is a decision by an immigration inspector working for the Immigration Bureau, which is an agency under the Ministry of Justice. --Stefan2 (talk) 17:20, 21 December 2012 (UTC)[reply]

- The file name is not entirely correct. This is a "landing permission" (上陸許可), a small sticker placed in your passport at the border if you are admitted to the country. A visa (entitled "JAPAN VISA" / "日本国査証") is a different sticker which is placed in your passport by a Japanese embassy or consulate. If you need a visa to enter the country, you need to show the visa to the immigration inspector in order to get the landing permission. Essentially, this works as an entry stamp, except that it is a sticker instead of a stamp. --Stefan2 (talk) 17:20, 21 December 2012 (UTC)[reply]
- Comment. I find it hard to imagine what a copyright claim on this might be based on: the text? the barely visible image underlying the text on the label? If no claim is plausible, it's a little silly to consider it unfree. Chick Bowen 07:10, 2 January 2013 (UTC)[reply]
