- Definitely not free, permission at source is only for "editorial use for the purposes of publicising the BBC". Might be justifiable fair use based on the distinctive look of the characters but it would need a custom rationale. January (talk) 20:01, 28 August 2013 (UTC)[reply]

- According to this image's caption in the Benazir Bhutto article, this picture shows a scene from the Pakistani parliament in the late 1990s. However, the EXIF shows that the file was created by a Nokia 6280 phone, and the Nokia 6280 Series article says that the phone wasn't produced until 2005: there's no way that the camera phone created the scene of the Pakistani parliament. With that in mind, the glare in the image becomes suspiciously similar to the glare that's produced when you take a flash photo of a printed photo.
