XEN-SHELL2 is a public project (GPL licensed) as initially referenced here within WP: https://en.wikipedia.org/wiki/Xen#Xen_Management_Consoles
The "2" at the end is not part of a "versioning" - it is a synonymous for "NG" (new generation). The development is done / complete and further changes just cover API or UI changes within the Xen project or security patches - so there is no large developer community is required around the project. The software is self-explainable to users on that level.
The initial publishing of the code/project was on on Xen Users Mailing List (2015): https://lists.xenproject.org/archives/html/xen-users/2015-02/msg00010.html
Since then there was mulktiple discussions / posting regarding XEN-SHELL2 from different Xen Users. I did not checked the other mailing lists of the xen project regarding this as the archive is not easy to search through from google and Co. and i'm not on that public lists yet.

The xen-shell2-latest.tar.gz on the main project site get around 20 downloads per day (non bots).

Typical "users" of XEN-SHELL2 are small to medium Internet Hosting Providers or Providers of Virtual Servers / Machines which work with Xen within their networks. Most end users of XEN-SHELL" did not known that they are interacting with this software.
