Привет Drbug. As I wrote to Edward, as a steward I cannot express judgements on any user's behaviour (and neither I want). If clear rules for making bureaucrats are not yet defined, it's really worth that the community spends some time and trouble to define them and put them on-line. The consensus on the community rules comes before the consensus for a single user and makes the elections recognized by the community, legitimating the authority of the bureaucrat.
