Arlene Lien (born August 1st, 1967) is an educator, producer and professor, best known for her works in the translation of the classical works of Lien Heng’s “The General History of Taiwan” from a piece of Classical Chinese literary work into the vernacular language with annotation. And for her production of the “Discoverer” Series as well as that documentary of “History of Taiwan”, the former won acclaim for the best cultural educational content and was recommended by the Ministry of Educational Affairs. Lien is also the daughter of former Vice President Lien Chan (1996-2000) and the great-grand daughter of Lien Heng.

  • Lian Huixin went to the United States to study, attended Taipei American School, and studied at Wellesley College in the United States, majoring in literature and art history. She later obtained a master's degree in art education from Harvard University and a doctorate in art education from Columbia University in the United States. He returned to Taiwan and served as an associate professor in the Department of Graphic Communication at Taiwan Normal University, but has now resigned.
  • In 1995, she married Chen Hongyuan, the grandson of the green fruit king Chen Cha and the general manager of Yuanlong Electronics.
  • Since 1996, Lien Hui-hsin has been responsible for planning the first historical and cultural education documentary produced by Taiwanese people - the " Discoverer " series, which was recommended by the Ministry of Education as an excellent cultural education program.

Inheriting the historical perspective of her great-grandfather Lian Heng, Lian Huixin was determined to produce historical documentaries after obtaining a doctorate in education from Columbia University in 1994. Planning and production of the "Discoverer" series of films began immediately, and filming began at the end of 1996. The series was broadcast on Public Television Service, Taiwan Television and China Television . The first round of broadcasts was completed at the end of 2000, and VCD and DVD were released. "Discoverers" is the first set of historical and cultural educational documentaries produced by the people of Taiwan. It has 91 episodes and 12 themes, including "Journey to the Origin of Human Civilization", "Journey to the Origin of Western Civilization", "Journey to Chinese Civilization", "Journey to Islamic Civilization, Eastern India and Buddha Civilization", "Journey to the Rise and Fall of Roman Civilization", "Journey to Christian Civilization", "Journey to Silk Road Civilization", "Journey to Lost Civilization", "Journey to Century Arts and Culture", "Journey to Modern Europe", "Journey to Russian Civilization", "Journey to Japanese Culture", etc. It was recommended by the Ministry of Education as an excellent cultural and educational program. Case Summary

In October 2013, Lien Hui-hsin was investigated by the Taipei District Prosecutors' Office for violating the Pharmaceutical Affairs Act because the product "PowerFiber PLUS" sold by the company she endorsed, Jing Yin- Chi Biotech, was found to contain Cetilistat, a drug ingredient that has not yet been approved for sale in Taiwan. Finally, at the request of the Northern District Prosecutors Office, Lian Huixin agreed to donate NT$6 million to the national treasury in exchange for a deferred prosecution. [1] Jing Yin Chen Company and its general manager Zeng Xinyi were prosecuted by the Taipei District Court. On August 19, 2016, they were acquitted by the Taipei District Court in the first instance [2] [3] On March 28, 2017, the High Court rejected the appeal from the Taipei District Court and acquitted them.

Case Development and Outcome

In 2013, Democratic Progressive Party (DPP) representative Hsu Chun-ren from Luodong Township, Yilan County, and fellow DPP Taipei City Councillor Ruan Zhaoxiong held a press conference, claiming that the "Power Fiber Plus" endorsed by Lien Hui-sum and sold by Ching Yin-chun Pharmaceutical contained cetilistat [4] . In this case, the Taipei District Court of Taiwan ruled on August 19, 2016 that Ching Yin Chi Company was not guilty. The court confirmed that the Food and Drug Administration of the Ministry of Health and Welfare only announced to the public on February 17, 2014 that Cetilistat was a weight loss drug that should be tested. [5] Ordinary people cannot test ingredients that have not been announced by the competent authorities. Ching Yin Chi Company was only a distributor and sent its products to SGS for testing before selling them. It also confirmed that they did not contain the banned drug ingredients announced by the Ministry of Health and Welfare at that time before selling them. Therefore, the court determined that Ching Yin Chi Company did not violate the duty of care that a distributor should exercise and should not be at fault. Ching Yin Chi Company was ruled not guilty. [6] Later, the Criminal Division of the Taiwan High Court confirmed in the appeal that before the announcement of the Taiwan Ministry of Health and Welfare on February 17, 2014, no testing unit in Taiwan had the standard products required to test cetilistat, nor did it have legal testing methods. For any distributor, even if they tried every possible means, they would not be able to know whether the product contained this compound. Therefore, on March 28, 2017, the court ruled to dismiss the prosecutor's appeal and acquitted Jing Yin Chen Co., Ltd. This case has finally cleared the name of Jing Yin Chi Company and Lian Hui Xin and others.

Detective leaks and political cases

During the investigation of this case, Taiwan Weekly published several cover stories revealing "exclusive inside information" in its headlines. Lian Huixin filed a lawsuit, and the first instance court ruled that Weekly should pay NT$2 million in compensation. [7] When the "Viagra case" broke out, Lien Hui-hsin's younger brother, Lien Sheng-wen, announced his candidacy for the 2014 Taipei mayoral candidate in the Kuomintang's primary election. Ma Ying-jeou, then president and party chairman, supported another candidate, Ting Shou-chung, who belonged to a different camp from Lien Sheng-wen. The timing was too coincidental and also triggered public discussion on whether the so-called "drug case" was a political intervention investigation intended to prevent Lien Sheng-wen from running for election.
