Wow that was from early in my Wikipedia career: the item is a representation of an event that will never happen again (i.e. unrepeatable), and their are no suitable freely licensed images for representing him: so I would think that qualifies as more that "decorative". Hello B, I haven't really been on Wikipedia for some time, nowadays I only pop in every so often, but got an alert on my email, thanks. Anyhow, the screenshot is used in Zoe Hanna, which is the article about the character, so I'm not really sure where that fits in, as even when I was rather more prolific on Wikipedia, I never delved into FfD, but the screenshot is not being used to illustrate the actress, nor the show, but the show's character, which is apparently notable enough to deserve an article. @Suman420:, please see Commons:Commons:derivative works and, for more information, the Wikipedia article derivative work. When you take a photo of a copyrighted work of art, your photograph is considered to be a "derivative work" of that copyrighted artwork. So we cannot use the photo unless the underlying artwork is public domain or we have permission from the artist that created it.
